How old do you need to be to drive in Pennsylvania?

The laws are changing as we get older and from the 1900s you were able to drive at the age of 16 but now the laws are changing the new law now is if you were born 1994 and below you can drive at 16, but if you were born in 1995 or up you have to wait until you are 18 years of age

my opinion is that kids born 1995 and up will never see the light of day because the government will up it

the children will eventually get to drive but will have to wait...
