The best way is to avoid Bio agents -- get out of the area. However, Bio-war (or terrorism) is actually very very hard to do, and even harder to get right. For instance, aerial sprayers (like they show in movies) tend to destroy most organisms they try to spread. Very few bio-agents survive long outside the body, and weaponizing them is outrageously difficult.

In order to protect yourself, if you feel there's a threat, move upwind. Make sure you clean yourself thoroughly whenever you think there's a chance of exposure (using warm, soapy water).

And mostly don't worry. This is a highly complex and difficult attack modalilty. You're at far greater risk from bee stings, lightning bolts and of course, car accidents.
