If his name is on the birth certificate, he will certainly need to know before you can allow the child to be adopted. If he has not shown any interest in the child, and is not paying child support, then it is entirely reasonable for you to seek a better home for your child. Just wanting a baby is not enough for parenthood (as you seem to know!)--raising a child into an adult takes a lot of time and effort. Your baby's needs come before the ex's wants. And, he owes you child support for the entire period until the child is 18.
