Sweden, Switzerland, Spain, Portugal.

German forces took over occupation in Albania following the collapse of the Italian fascist regime in 1943, who were the original invaders.

Germany did not invade Finland, it was an ally - so that is splitting hairs.

Germany did not invade the Republic of Ireland (Eire) Germany did not invade Great Britain as this does not include the Channel Islands.
