Lipizzan's were not credited to Czech, they are credited most commonly to Austria, they were relocated during the Napoleonic Wars to Czech, Yugoslavis, Hungary and Romania.
Kladrub's became a posession of Czechoslovakia during WWI.

Both of the previous answers are close, but not completely accurate.
First, there is a kind of mountain breed of horse called '''Hucul''' that is ''indigenous'' to the Carpathian Mountains.
"The region of Hucul horse breeding is historically contained in the region known as the Carpathian Curve comprised of Romania, Poland and Slovak Republic."
Then there are the '''Kladruby''', also known as Kladrubský. These horses are apparently some of the "progenitors of famous Lippizaner lineages."
However, Lipizzans, as they are also known, are predominately Andalusian (Spanish), Neapolitan (Italian) and Arabian with some Danish, Holstein and Kladruby mixed in.
But Lipizzans are neither wholly Czech nor Austrian.
