While anyone can enter, I believe you have to notify the NBA league office via fax (or probably by e-mail these days). It probably would help to get videos of the player in the hands of league officials so they can see how good you are

You have to complete at least one year of college.(I think this rule started a year after LeBron James was drafted)

If you haven't gone to college, you have to be at least 19
