What does the phrase 'Rise from the ashes of the Phoenix' mean?

Well if you did not know a phoenix is a Greek mythological fire bird that was born from the ashes and had great mystical powers and things like ancient Greek things do. and you are considered special if you see one born rising from the ashes. but as far as what that means i don't know. I would have to know in what situation or whatever it was used as. Hope that helps some though
