The shaper lies and makes everyone believe him. He changes the reality into something that everyone wants to hear, and in the end people do believe him. Grendel hates how he says something that is not true and people believe him, but later on Grendel himself starts to believe Shaper's lies because of his lies. I hope i answered your question.
