What is a type of cobweb from the base of an Oak tree on up that is only on the bark called?

[Edit]

Answer

The web comes from an insect which goes by the common name of Bark Lice. It is actually a beneficial insect and will cause no harm whatsoever to the tree. You are best served to leave it in place and let the beneficial insects eliminate any non-beneficial insects. It will eventually go away with time and weather.
