"Dynamic Conservation" was Eisenhower's economic philosophy which favored a continuation of the chief New Deal programs combined with an attempt to move the federal government out of some areas.

Some people explained it as "conservative when it comes to money and liberal when it comes to human beings"

Budget cutting was a high priority for new administration --> set out after domestic programs and national defense

Although he chipped away at the New Deal programs, his presidency in the end served to legitimize the New Deal.
