What is the best size rental truck to move two fully-packed 5x10' storage units?

Answer

Call U-Haul or Budget up and they will be glad to tell you. Also, if you can get Budget that would be good. They have always been cheaper for us whenever we move.

Answer

If the storage units are fully packed then I assume you have around 1000 cubic feet of household goods. It means that 16' truck is not going to be enough (the volume of the box for this type of truck is 800 cu/ft). I guess then you will need a 24' truck (1380 cu/ft) to guarrantee that you fit everything in.

Budget is surely the way to go (see the chart of their trucks here), avoid Uhaul, see this question as to why: [1]
