Cruise lines are very competitive, and a lot of the cost depends on the itinerary. Europe, for example is very expensive for all cruise lines because their revenues come in the form of the weak dollar but their expenses (fuel, provisions, tours, etc.) are paid in Euro.
Traditionally, Bahamas and Caribbean cruises are the least expensive.
As far as cruise lines, you shoukd shop around on wholesaler websites like Orbitz, Expedia and Travelocity among others. Also, calling the cruise line directly as the cruise approaches (within 45 days od sailing) can reveal some great deals.
As far as less expensive cruise lines with great itineraries, I recommend NCL, Royal Caribbean or Carnival.
