It's asbout coming second best, not really being the winner at something. I'll offer a sporting example : Jimmy White got to the world snooker final 6 times & didn't win one, beaten by Steve Davis & Stephen Hendry, 2 of the greatest ever to hold a cue. If a team or whatever gets to a final continually without lifting the trophy then that would be the same. it's about being a part of the final without the glory.
