What is the function of a wooden golf tee-like thing that a blind person and a service dog would use?

I've puzzled long and hard on this question, and consulted with other service/guide dog people. None of us is clear what you are describing.

You might be describing a "pee post" which is used to teach a dog to piddle in a designated area. However, pee posts, though shaped like a golf tee, are generally made of plastic, and are not specific to guide/service dog use. (They can be used with any kind of dog.)

You might be describing an anchor for a tie out. However, these anchors are typically made of metal and again are not specific to guide/service use.

Without further description of the item, we are not presently able to give a more thorough answer.
