What is the nature of public speaking?

Yes, using a language to express yourself in a public setting is considered public speaking. Whether that language is spoken or signed does not matter. American Sign Language has been recognized as a wholly independent language, with it's own grammar, syntax, structure, and idioms since William Stokoe published in 1960 (exact date is unknown). You are "speaking" in public, even if there is no sound, because communication is happening to a large group of people.
