They cost about $8.95 at novelty shops. Look at it with an 8X magnifier and you should be able to find the seam where one quarter was hollowed out and the other ground down to fit inside. The seam may also appear on the edge of the coin, depending on when the two coins were manufactured into the novelty item you have.

Since these are almost always manufactured items, not a Mint error, they hold no collectible value.
