This is a tough one. If you have any reference to go on (i.e. What did he get you for the last gift-giving occasion? What does he give close friends/family?) that will help you delve into his gift-giving policy. It's also good to use this as a hint for what he should get you for that next occasion. If this is early in your relationship, and none of these questions have yet been answered, something inexpensive and heartfelt is usually the way to go. Something that refers back to a special time you shared (a gift certificate to the restaurant where you met, a mix CD of songs that have been important to you together) or perhaps you can remember him mentioning something he always wanted, or he wanted when he was a kid - something that shows you've been listening.
As long as he's not a macho a*hole, he'll notice and appreciate the fact that you put thought into this gesture. If he's not appreciative, make *sure* he's worth it. This definitely isn't a good sign.
